Tuk Tuk Licence in Sri Lanka

No — a standard International Driving Permit does not let you drive a tuk tuk in Sri Lanka. Tuk tuks are three-wheelers and need a specific three-wheeler endorsement. Why an IDP is not enough for a tuk tuk
An International Driving Permit translates your home licence into recognised categories, but in Sri Lanka it still has to be paired with a local permit — and the local permit is issued per vehicle category. Cars, motorbikes and scooters fall under the standard endorsement most travellers get. Three-wheelers are a separate category, and a tuk tuk is legally a three-wheeler. Without the three-wheeler endorsement specifically, you are not licensed to drive one, even if you hold a valid IDP and a Sri Lankan permit for cars.
What the airport counter can and cannot do
The 24/7 DMT counter at Bandaranaike International Airport (open since 3 August 2025) is excellent for getting a temporary licence for a car, scooter or motorbike in 15–40 minutes. But it is widely reported that the airport counter does not issue the three-wheeler endorsement. If you land expecting to pick up a tuk tuk on the strength of an airport licence, you can be turned away.
The three-wheeler endorsement, step by step
- Arrive with your valid home licence and a physical 1949-Convention IDP.
- Obtain a Sri Lankan permit from an office that can grant the three-wheeler (category) endorsement — not all can.
- Confirm in writing that the endorsement covers three-wheelers before you collect the vehicle.
- Meet the operator’s age rule (commonly 23+ for tuk tuks).
